• • City Council Meeting UDOR Site Plan Review January 27, 2003 City Engineer Jim Studenski and TKDA have reviewed the drainage documents for the proposed building expansion (exhibit #2). Based on this review, there are several items that need to be addressed before building permits can be issued. These items are listed as conditions of approval #5 -9 below, and must be completed to the satisfaction of the City Engineer. CONCLUSION As the proposed addition appears to meet all requirements, staff would recommend approval, with the following conditions: 1. Silt fencing shall be staked at the top of the ponding area, rather than on the sides, to prevent erosion. 2. No additional lighting is to be added without review. 3. Landscaping should be completed within one year of issuance of the building permit. 4. Trees to the east are to remain preserved where possible. The applicant is to allow staff to review any plans regarding removal of trees, with replacement trees to be added as staff directs if any trees are removed. 5. Show on the plans where all the roof drains for the existing and proposed expansion building are located. 6. Show on the plans identification for the stormwater pond overflow location along with an engineered defined overflow structure that includes erosion mitigation measures. 7. Show on the plans the location, size, and elevation of the proposed equalizer storm pipe between the ponds. Follow the City of Lino Lakes' engineering standards in choosing piping materials and installation procedures. 8. Stormwater ponds will require permanent easement agreements. 9. The City will require a stormwater maintenance agreement. PLANNING & ZONING BOARD RECOMMENDATION The above report was presented at the November 13th meeting of the Planning & Zoning Board. After consideration of the issues, the Board voted to approve the proposed Site Plan Review, with the conditions noted (1 -4). OPTIONS 1. Approve the proposed Site Plan Review, with conditions. 2. Deny the proposed Site Plan Review. 3. Return to staff with direction.
