• <br />• <br />City Council Meeting <br />UDOR Site Plan Review <br />January 27, 2003 <br />City Engineer Jim Studenski and TKDA have reviewed the drainage documents for the <br />proposed building expansion (exhibit #2). Based on this review, there are several items <br />that need to be addressed before building permits can be issued. These items are listed as <br />conditions of approval #5 -9 below, and must be completed to the satisfaction of the City <br />Engineer. <br />CONCLUSION <br />As the proposed addition appears to meet all requirements, staff would recommend <br />approval, with the following conditions: <br />1. Silt fencing shall be staked at the top of the ponding area, rather than on the sides, to <br />prevent erosion. <br />2. No additional lighting is to be added without review. <br />3. Landscaping should be completed within one year of issuance of the building permit. <br />4. Trees to the east are to remain preserved where possible. The applicant is to allow <br />staff to review any plans regarding removal of trees, with replacement trees to be <br />added as staff directs if any trees are removed. <br />5. Show on the plans where all the roof drains for the existing and proposed expansion <br />building are located. <br />6. Show on the plans identification for the stormwater pond overflow location along <br />with an engineered defined overflow structure that includes erosion mitigation <br />measures. <br />7. Show on the plans the location, size, and elevation of the proposed equalizer storm <br />pipe between the ponds. Follow the City of Lino Lakes' engineering standards in <br />choosing piping materials and installation procedures. <br />8. Stormwater ponds will require permanent easement agreements. <br />9. The City will require a stormwater maintenance agreement. <br />PLANNING & ZONING BOARD RECOMMENDATION <br />The above report was presented at the November 13th meeting of the Planning & Zoning <br />Board. After consideration of the issues, the Board voted to approve the proposed Site <br />Plan Review, with the conditions noted (1 -4). <br />OPTIONS <br />1. Approve the proposed Site Plan Review, with conditions. <br />2. Deny the proposed Site Plan Review. <br />3. Return to staff with direction. <br />
