MEETING DATE: January 27, 2003 TOPIC: FIRST READING: Ordinance No. 04 -03 Subdivision Ordinance VOTE REQUIRED: 3/5 BACKGROUND The subdivision ordinance regulates the division of land to create new parcels. Ordinance 04 -03 is the product of a year of work by the citizen task force, city staff, and our planning consultant. The Planning & Zoning Board held a public hearing on this ordinance on August 14, 2002. The City Council received a revised draft, then held a special work session on October 30, 2002 to discuss the draft ordinance and provide guidance to staff on several key issues. Since then, we have been working on refining numerous aspects of the subdivision process, which will be very important in implementing the growth reduction desired by the community and described in the comprehensive plan. The draft under consideration tonight is dated December 19, 2002. Some general points of interest include: Better list of definitions in Sec. 1001. These are still being coordinated with definitions in the zoning ordinance. Some revisions may yet be appropriate. We will have the definitions completed for the second reading of the subdivision ordinance. Clear lists of submittal requirements for preliminary plats, final plats, and minor subdivisions. Clear descriptions of what is specifically required and prohibited in order to eliminate ambiguity and confusion. This includes plat design, procedural steps, and development agreements. As we have been re- examining aspects of the ordinance, a few corrections are appropriate. They are attached to this report. The intent is to incorporate these changes into the ordinance with the approval of the first reading.
