MEETING DATE: January 27, 2003 <br />TOPIC: FIRST READING: Ordinance No. 04 -03 <br />Subdivision Ordinance <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The subdivision ordinance regulates the division of land to create new parcels. <br />Ordinance 04 -03 is the product of a year of work by the citizen task force, city staff, and <br />our planning consultant. The Planning & Zoning Board held a public hearing on this <br />ordinance on August 14, 2002. The City Council received a revised draft, then held a <br />special work session on October 30, 2002 to discuss the draft ordinance and provide <br />guidance to staff on several key issues. Since then, we have been working on refining <br />numerous aspects of the subdivision process, which will be very important in <br />implementing the growth reduction desired by the community and described in the <br />comprehensive plan. The draft under consideration tonight is dated December 19, 2002. <br />Some general points of interest include: <br />Better list of definitions in Sec. 1001. These are still being coordinated with definitions <br />in the zoning ordinance. Some revisions may yet be appropriate. We will have the <br />definitions completed for the second reading of the subdivision ordinance. <br />Clear lists of submittal requirements for preliminary plats, final plats, and minor <br />subdivisions. <br />Clear descriptions of what is specifically required and prohibited in order to eliminate <br />ambiguity and confusion. This includes plat design, procedural steps, and development <br />agreements. <br />As we have been re- examining aspects of the ordinance, a few corrections are <br />appropriate. They are attached to this report. The intent is to incorporate these changes <br />into the ordinance with the approval of the first reading. <br />
