• <br />• <br />Design Standards: There are a number of design requirements included in the new <br />ordinance. <br />Land in electricity transmission or pipeline easements cannot be used to fulfill the <br />minimum buildable land requirement for a lot. (page 1007.2) <br />Clarification that every new lot must have the minimum lot width fronting on a public <br />street. (page 19007.2, paragraph 5.) <br />Access management requirements for access to collectors and arterials. (page 1007.2, <br />paragraphs 6. and 7.) <br />Setbacks must be shown for each lot on the plat drawing. (1007.3, par. 8 and 1004.4, par. <br />10) <br />Minimum 10' buffer around all wetlands, and buildable lot area cannot include this <br />buffer. (1007.3, par 9) <br />Conservation subdivision open space categories and ownership requirements are listed. <br />Conservation subdivision design is not mandatory. If this option is chosen by the <br />developer, ownership and management of the open space must be addressed. <br />A joint trench requirement for utilities has been added. This has been the City's practice, <br />but it has not been formally adopted by ordinance. (1007.10) <br />Park Dedication: The City adopted new park dedication requirements in 2001. The <br />new subdivision ordinance includes these with no changes. <br />Improvements: Section 1010 lists elements of a new development that must be <br />installed, and mandates certain ones as the developer's responsibility. The new <br />development agreement requirements include a final grading survey to ensure that the <br />grading plan was implemented by the developer. <br />Much of the work in the last few months has focused on the timing of the site work in <br />relation to the preliminary and final plat approvals. In order to implement a growth <br />management policy with restrictions on growth, it is necessary that the subdivision <br />ordinance strictly control what work occurs when. After discussion with the City Council <br />at a work session, we revised the ordinance to reflect Council direction. <br />Grading of the entire site can occur after preliminary plat approval, with a development <br />agreement that covers the grading. This agreement can include construction of street, <br />water, and sanitary sewer in the first phase. However, this construction cannot actually <br />occur until the first phase received final plat approval. Subsequent phases must then have <br />additional development agreements to address construction of streets, water, and sewer. <br />
