• <br />AGENDA ITEM NO. 4C <br />STAFF ORIGINATOR: Dan Tesch, Director of Administration <br />COUNCIL MEETING DATE: February 10, 2003 <br />TOPIC: Consideration of Resolution 03 -23, Approving <br />Contracts for Air Quality Remediation and Project <br />Monitoring and Management at Civic Complex <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />The City Council authorized city staff to advertise for bids for mold remediation in City <br />Hall and the Police Station during the December 16, 2002 Council meeting (Resolution <br />02 -181). <br />Sealed bids were opened at City Hall on January 28, 2003. Five bids were submitted <br />varying from $51,470 - $140,011. Diversified Contracting, Inc (DCI) submitted the <br />lowest bid. Our consultant with Institute for Environmental Assessment (IEA) has <br />reviewed the proposed bid and the company's qualifications. We have received the <br />• required documentation from DCI including a certificate of liability insurance and <br />performance bond, and therefore recommend authorization to award the contract to DCI <br />for $51,470. <br />• <br />The mold remediation work will be done between 5:00 pm - 5:00 am and will not conflict <br />with city operations or evening meetings. The contract states that the work will be <br />completed no later than February 21, 2003. <br />The second contract under consideration this evening is for retaining IEA to oversee <br />the mold remediation process. IEA will provide an on -site manager throughout the <br />duration of the project, record and document the cleaning process, provide visual <br />clearance criteria when the units have been cleaned, fungal sample collection, and to <br />provide a final report to include sampling, photo documentation, observations, and <br />conclusions. The proposal cost is $12,850. <br />Staff recommends retaining the Institute For Environmental Assessment for monitoring <br />and management of the mold remediation work described above. <br />OPTIONS <br />1.
