• ELEMENTS OF PUBLIC SAFETY JOINT POWERS AGREEMENTS <br />• <br />Quad Cities PD <br />Name of Department <br />To be selected by elected officials. <br />Length of Agreement <br />Perpetual unless dissolved. <br />Governance Structure <br />Chiefoordinating Board >City <br />Councils; 4 Administrators serve as <br />operating committee. <br />Name of Governing Body <br />Coordinating Board or other as selected <br />by City Councils. <br />Membership <br />Two (2) elected officials from each city; <br />appointed to 2 -year overlapping terms; <br />no alternates. <br />Chair <br />Elected from group for one (1) year; <br />rotates among cities alphabetically. <br />Quorum <br />Five (5) of eight (8) voting members; <br />simple majority rules. <br />Voting <br />One (1) vote per member; in case of tie, <br />motion fails. <br />Proxy Votes? <br />No. <br />Meeting Schedule <br />Coordinating Board meets every other <br />month; Chief and Administrators meet <br />monthly. <br />Meeting Locations <br />At police department office or mutually <br />agreed upon site. <br />Powers of Governing Body <br />1. Recommend appointment of <br />Chief (City Councils ratify at their <br />respective Council meetings). <br />2. Hire and terminate staff (Chief <br />recommends). <br />3. Hire consultants. <br />4. Direct preparation of reports. <br />5. Enter contracts. <br />6. Recommend budget (Cities <br />ratify). <br />7. Recommend capital purchases & <br />leases. <br />8. Recommend disposal of assets. <br />9. Order annual audit. <br />10. Receive funds. <br />11. Adopt district by -laws, rules and <br />
