City Council <br />April 14, 2003 <br />DQ Grill & Chill Site Plan Review & CUP <br />• Green Area <br />• <br />The revised plans show 25.5% of the site area as green area in conformance <br />with the district provisions. <br />Access /Circulation <br />Access to the site from Lake Drive (C.S.AH. 23) is via either Apollo Drive or the <br />secondary entrance at Market Place Drive. A private road connecting Apollo <br />Drive and Market Place Drive borders the eastern side of the site. An <br />entrance /exit driveway from the site connects to this road. <br />As stated in the Engineer's report potential queuing or stacking of drive through <br />service traffic into the driveway entrance area and neighboring street is a <br />possible concern. To mitigate this concern the plans have been revised to show <br />the relocation of the ordering Kiosk westerly to accommodate additional stacking. <br />Additionally, the drive - through exit has been extended slightly further south, <br />eliminating one parking space, to route existing traffic through the parking lot <br />more uniformly. <br />Accessory drive - through facilities are subject to the following requirements: <br />1. The architectural appearance and functional plan of the building and site shall <br />not be so dissimilar to the existing buildings or area so as to cause <br />impairment in property values or constitute a blighting influence within a <br />reasonable distance of the lot. <br />Comment: The Site and Building Plans are consistent with the approved <br />Market Place PDO. <br />2. At the boundaries of a residential use or district, a strip of not less than ten <br />feet shall be landscaped and screened in compliance with Section 2, Subd. <br />4.S. of this Ordinance. <br />Comment: The site does not abut any residential districts. Landscaping will <br />be provided around the perimeter of the site in accordance with the approved <br />Market Place PDO Landscaping Plan. <br />3. Parking areas shall be screened from view of abutting residential districts in <br />compliance with Section 3, Subd. 4.S of this Ordinance. <br />Comment: The site does not abut any residential districts. <br />4. Parking areas and driveways shall be curbed with continuous curbs not less <br />than six inches high above the parking lot or driveway grade. <br />
