MEETING DATE: September 8, 2003 <br />TOPIC: Resolution 03 -148 <br />Extension of Project Initiation Time <br />Russian Baptist Church <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The City Council approved Resolution 02 -82 on September 23, 2002. This action <br />approved a site and building plan and a CUP for a church at 5 Ash Street (County Road <br />Section 2, Subd. 2.B.11. of the zoning ordinance states: "If construction has not begun <br />within one (1) year after the date of the conditional use permit, or if substantial <br />construction has not taken place within three (3) years after the date of issuance of the <br />conditional use permit, the permit is void." <br />Sec. 2, Subd. 6.E.2. states: "Activities authorized by site and building plan approval shall <br />be initiated within six (6) months. The time limits established in this paragraph may be <br />extended by the Zoning Administrator." <br />The applicant has requested an extension of the project initiation period. The conditions <br />of approval will still apply. <br />OPTIONS <br />1. Approve Resolution 03 -148 granting an extension of 9 months. This extends the <br />project start date to June 30, 2004. <br />2. Deny the extension and require a new application. <br />3. Return to staff with direction. <br />RECOMMENDATION <br />Option 1 <br />
