Dust and Noise Impacts <br />Dust will be generated during construction. Construction activities will disturb existing <br />vegetative ground cover and allow soil material to become airborne. This will be a <br />temporary impact primarily associated with grading activities. Odors may be generated <br />by exhaust from engines engaged in construction activities. Any equipment will be <br />properly equipped to control odor emissions. <br />Construction noise will be controlled by periodic inspections to ensure that equipment is <br />properly muffled. Construction noise will be regulated by the Minnesota Pollution <br />Control Agency and standards set forth by the U.S. Environmental Protection Agency. <br />Air Quality Impacts <br />The project does not meet state thresholds for requiring an Indirect Source Permit. <br />Visual Impacts <br />The Lakes Business Park development will be designed to minimize adverse visual <br />impacts for site users and roadway neighbors. <br />Historic and Archaeological Resources <br />A Phase I archaeological survey was conducted in July 2003. A copy of the report is on file <br />at the City of Lino Lakes City Government Center. A field survey was conducted from <br />July 8 to July 9, 2003. Two archaeological sites were identified during the investigation as <br />having a high potential for intact precontact archaeological resources. Shovel tests in these <br />two areas revealed no cultural materials and no further archeological work is <br />recommended for the proposed development area. <br />A letter from the State Historic Preservation Office, dated September 8, 2003, concurs <br />with the findings of the Phase I archaeological survey. <br />AGENCY COMMENTS AND RESPONSES <br />Written comments received from agencies addressing the EAW were as follows: <br />The Minnesota Department of Transportation (Mn /DOT) reviewed the EAW and had <br />the following comments: <br />Mn/DOT Comments: <br />The Transportation System Plan (TSP) covers a 20 -year timeframe and allocates <br />limited funding. At this time there are no plans listed in the TSP to upgrade the <br />interchange and ramps at I -35W and Lake Drive (CSAH 23). Mn /DOT is <br />concerned about the level of proposed development surrounding the interchange <br />
