of I -35W and Lake Drive (CSAH 23). Mn /DOT has repeatedly advised the City of <br />Lino Lakes that a detailed traffic analysis encompassing I -35W and Lake Drive <br />(CSAH 23) interchange must be performed. At present, no acceptable analysis <br />has been submitted by the City or by a developer. Concerns and <br />recommendations in a letter dated May 25, 2001 and earlier letters remain in <br />effect. <br />The proposed development area will impact the surrounding transportation <br />infrastructure by increasing demand on roadways, which are currently congested. <br />It is recommended the Environmental Assessment Worksheet (EAW) reflect the <br />traffic analysis needs discussed in the previous bullet. Timing the completion of <br />future phases of development so that they happen concurrently with area <br />transportation improvements will assist in minimizing congestion. The City <br />should deny plats, site plans, or permit applications, until transportation issues <br />and needs associated with the proposed project area and development are <br />addressed to the satisfaction of the city and Mn /DOT. <br />Mn /DOT Metro District computation of Average Daily Traffic (ADT) estimated to <br />be generated by the proposed development determined that Tight industrial <br />portion of the development would generate ADT of 1,847, while the proposed <br />warehousing portion of the development would generate an additional 1,314 <br />ADT, for total ADT of 3,161. <br />A Mn /DOT drainage permit may be required for this project. The proposed <br />development will need to maintain existing drainage rates (i.e. the rate of storm <br />water is discharged from the site must not increase). To determine whether a <br />drainage permit will be required, the City or project developer will be required to <br />submit before and after for both 10 and 100 year rainfall events verifying that all <br />existing drainage patterns and systems affecting Mn /DOT right -of -way. Storm <br />water rate runoff will not be allowed to increase to Mn /DOT right -of -way. Review <br />material will include drainage area maps for proposed and existing conditions, as <br />well for proposed and existing conditions, as well as proposed grading plans for <br />the project area site. The hydraulic calculations need to correspond to the <br />drainage area maps. <br />Mn /DOT owns access control along I -35W, and also for approximately 100 feet <br />along Lake Drive (CSAH 23). <br />Any work on Lake Drive (CSAH 23) must meet State Aid rules and policies. <br />Anoka County must review any changes to its County State Aid system so that <br />they stay within its system limitations. Lake Drive (CSAH 23) is Anoka County's <br />jurisdiction and must have the opportunity to comment on the proposed <br />development. <br />City of Lino Lakes Responses: <br />
