October 13, 2003 City Council <br />Apollo Center <br />Noises <br />Noises emanating from any use shall be in compliance with and regulated <br />by the MPCA, Minnesota Regulations MPC 7030, as amended, and City <br />code. <br />Waste Material <br />Any waste material resulting from any use must be disposed of in a manner <br />approved by the Minnesota State Fire Marshal, the MPCA, the Department <br />of Natural Resources, and the Zoning Administrator. <br />Landscaping <br />The Lino Lakes Zoning Ordinance requires that parking areas of six (6) or more <br />spaces shall be landscaped on all sides, that for sites with 50 or more stalls, <br />irrigated landscaped islands or peninsulas or rain gardens shall be provided at a <br />rate of 100 square feet per 25 surface stalls, and that no landscaping or <br />screening shall interfere with drive or pedestrian visibility. A Landscape Plan was <br />presented as part of the overall Plan. The Environmental Review Board reviewed <br />the Plans on July 30, 2003 (See Attachment 1). The Landscape Plan shows 20 <br />larger shade trees and 10 additional smaller trees. The Plan also shows a <br />number of smaller plants including asters, daylilies, hostas, rose and junipers. All <br />sodded areas are irrigated. <br />On September 23, 2003, city staff met with the developer and his contractor and <br />discussed landscaping. Following that discussion, the new landscape plan <br />removes some trees that were shown in the right of way, ash trees were added <br />to the parking islands, and a general indication of hostas or other native plants <br />was shown. The current plan lacks detail as to location and size, shape and <br />color of the proposed planters. <br />The developer should provide details as to the size, placement, shape and <br />color of proposed planters to be used. <br />Off Street Parking <br />The requirements for off - street parking prescribe one off - street parking space for <br />each 200 feet of retail space. The proposal includes approximately 12,580 <br />square feet of retail space, which would result in the need for 63 off - street <br />parking spaces. For auto repair establishments, two spaces per serving bay are <br />required, which results in the need for 6 spaces (3 bays x 2 spaces). Together, <br />the building will require 69 off - street parking spaces. The Developer is proposing <br />70 spaces including three ADA accessible spaces.. The Proposal meets the <br />requirements of the ordinance. <br />Page 6 <br />
