Planning & Zoning Board <br />January 12, 2000 <br />Page 6 <br />In review of this item, City staff has concluded that an interim use permit may be the <br />appropriate vehicle to facilitate this proposal. The property is Zoned LB, Limited <br />Business and is the only LB District within the City. Staff proposed an Ordinance Text <br />Amendment that would add "Temporary Concrete Batch Plant" as an Interim Use within <br />the Limited Business Zoning District. It is also anticipated that in the near future this <br />entire site (Town Center) will be rezoned to a more appropriate category to facilitate the <br />future plans for the Town Center. This interim use permit would not affect the ultimate <br />development of the area. The LB Zoning District in this location is a very temporary <br />condition. <br />The City Engineer and the Environmental Board have reviewed this request. Staff <br />reviewed to a copy of their comments and the conditions of approval incorporate their <br />suggestions. The south bound <br />ramp will be closed during construction and vise versa when there is construction on the <br />north bound lane. There will be no traffic contribution from the freeway ramp. <br />Chair Schaps asked if regular sweeping will occur. He also asked if the speed limit in the <br />area will be reduced. Mr. Palke indicated regular sweepings will occur. He stated a <br />reduced speed limit would be beneficial. <br />Staff advised it is possible to get the speed limit reduced.
