The discussion focused primarily on increasing nt with new tree survey and replacement requirements and the imously opposed the new ordinance. Staff explained that the draft ordinance requires three basic steps: 1.) Count and measure the healthy trees on the site and calculate the total diameter inches; 2.) Calculate what will be lost because of the development plan; and, 3.) Calculate what percentage of the loss must be replaced. Certain less desirable trees to not need to be counted or replaced. Staff indicated tree preservation could be maintained by reducing the development density throughout the City. He indicated this would not prove to be favorable for developers and thus not favorable for the City. Staff reviewed several other methods with the Commission and asked for their comments and suggestions. Chair Schaps invited those in the audience to make comment.
