He stated he may support the plan if there was a well laid out landscaping plan and a fence is installed. He asked about the location of the ditch. Mr. Powell pointed out the location of the ditch stating it is along the rear of the property. The pond will be maintained by the property owner. The City will have an easement over it and can step in if it is not properly maintained. Mr. Corson made a MOTION to close the public hearing at 7:14 p.m., and was supported by Mr. Dunn. Motion carried 6 -0. Mr. Dunn stated the City needs to be aware of the Comprehensive Plan. The plan for the Legion is consistent with the land use indicated in the Comprehensive Plan. He stated he would prefer to see a living wall of spruce trees. He also stated a stipulation should be made that a building permit is not granted until all conditions are met. She stated she sees the Legion as more neighborhood friendly than different businesses that could be allowed. She stated she appreciates that the Legion is willing to pay their taxes.
