Several objected to the nature of the size and nature of the project. Other <br />concerns included traffic, impact on the lake, and compatibility with the area. The public <br />hearing was continued. On the advice of the Board, the applicant held a neighborhood <br />meeting several weeks later. <br />Ms. Sherman reviewed the site plan review and analysis in detail. She advised the site <br />plan meets all of the ordinance regulations for the R -X District and the Shoreland Area. <br />The criteria outlined for Conditional Use are designed to assure that a proposed use is <br />appropriate in a specific location. If the Board finds the criteria/standards are satisfied <br />then a recommendation to grant the conditional use would be appropriate in conjunction <br />with approval of the site plan. None of the conditions are a major <br />issue and the applicant has indicated compliance. <br />Mr. Dunn expressed concern about Phase II of the project, traffic patterns, and the <br />environmental impact of the project. He asked if Phase II was considered in this plan or <br />if that application will stand alone. Ms. Sherman stated staff did review Phase II in <br />general but not in detail. The City will be able to consider additional conditions for the <br />plan when the applicant asked for approval for Phase II. <br />
