The CPTED Officer review the structure for proper security prior to issuance of <br />any building permits. <br />Deb Gallop, a representative of the Nature Center, explained that the building has no <br />windows and log siding, and will blend well with the site usage. She explained that <br />windows will be installed, primarily for light. <br />Mr. Gelbmann asked if the building will have a frost - footing. Ms. Gallop responded that <br />it will. <br />Mr. Dunn asked about times of operation. Ms. Gallop explained that Heritage Lab takes <br />place for two weeks in the Spring and three weeks in the Fall for living history, for first <br />through eighth graders who are bussed to the site where they travel to different stations <br />for various period scenes and activities. <br />Chair Schaps indicated that the entire facility is excellent, and that the community is <br />fortunate to have it available. <br />Mr. Dunn made a MOTION to approve the site plan review to move the building to <br />Wargo Nature Center, with the conditions presented, and was supported by Mr. Johnson. <br />Motion carried 6 -0. <br />E. Pierre Nadeau, 2968 Cedar, Minor Subdivision <br />Ms. Wyland explained that Pete Nadeau is requesting a minor subdivision of the property <br />at 2068 Cedar Street, owned by Warren Solheid. The property in question is located in a <br />rural zoning district, and indicated as such on the Comprehensive Plan. This request <br />would create the following: <br />Parcel A - a 2.38 -acre parcel (exclusive of roadway) containing an <br />existing homestead constructed prior to 1992. (City Ordinance No. 93- <br />18 allows for reduction of lot size to a minimum of one acre where <br />habitable single family homes were constructed prior to July 13, 1992, if <br />the balance of the property results in a parcel of ten acres.) <br />Parcel B - a 2.09 -acre parcel (exclusive of roadway) that is to be added to <br />an existing 10 -acre parcel for a total of 12 acres. This parcel would be <br />owned by Mr. Nadeau who currently owns the existing 10 acres. Mr. <br />Nadeau intends to hold this parcel for future development with the 2.09 - <br />acre parcel providing the access to the rear 10 acres. <br />Ms. Wyland added that there are eight adjoining lots, on Cedar and 21st Avenue, that are <br />approximately two acres in size with this parcel being the largest homesite. Creation of <br />two lots in this location would blend with the existing character of the neighborhood. <br />
