Planning & Zoning Board
March 11, 1998
Page 2
Mr. Dunn made a MOTION to close the Open Mike portion of the meeting at 6:35 p.m.,
and was supported by Mr. Herr. Motion carried 6 -0.
V. ACTION ITEMS
A. PUBLIC HEARING, Civic Complex, XXX Town Center Parkway, Site Plan
Review and Conditional Use Permit
Chair Schaps opened the public hearing at 6:36 p.m.
Mr. Kirmis explained that the City of Lino Lakes is requesting approval of a + 44,000 -
square -foot civic complex within the Town Center "Village" located south of I -35W and
east of Lake Drive. This complex is comprised of a 17,404 - square -foot City Hall, a
16,378 - square -foot police station, and a 10,037 - square -foot Early Childhood Learning
Center (to be leased and operated by the Centennial School District).
Mr. Kirmis stated that although this request is relatively straightforward, he wanted to
highlight the fact that the processing of a subdivision will be necessary in order to
accommodate this project.
Staff recommended approval of the site and building plan/conditional use permit, subject
to the following conditions:
1. The City approve a subdivision of the property to provide public street access to
the site and the creation of a lot which is in conformance with minimum PSP
District lot requirements.
2. The civic complex meets applicable PSP District setback requirements.
3. Verification is made that the proposed structure does not exceed 45 feet in height.
4. A minimum of 35 percent of the subject site is reserved as green area.
5. Site and building plans are subject to review and approval by the town Center
Architectural Review committee, City Forester, and CPTED Officer.
6. The site plan/landscape is revised to identify the following items and approved by
City Staff:
a. Handicap parking stalls
b. Trash handling areas
c. Loading spaces
d. Exterior lighting locations
e. Sizes of proposed plantings
•
•
