• <br />• <br />• <br />Planning & Zoning Board <br />March 11, 1998 <br />Page 9 <br />Mr. Wessel explained that the Town Center architectural guidelines are being applied to <br />the northern portion of this area, but with different circumstances due to the prominence <br />of Lake Drive. Overall design will take into account existing landscape, and the bank <br />facility is proposed for being set back to the rear of the site to allow for additional <br />screening. <br />Dan O'Brien, representing the architects on this project, spoke about the stacking issue. <br />He suggested moving the drive - through canopy back to allow for additional space toward <br />the front of the bank. He added that construction of Apollo Drive is essential to the bank <br />project, and that with abandonment of the Lake Drive access additional landscaping will <br />be added to that area. Mr. O'Brien explained that the bank building will resemble <br />residential construction style. <br />Mr. Wessel pointed out that this project must go through the architectural guideline <br />process with the Town Center committee on March 19. <br />Mr. Ahrens mentioned two projects: (1) the extension of trunk utilities from the <br />intersection of Apollo Drive and Lilac, north through the Apollo 3 alignment, and north <br />along Lake Drive. He explained that designs are currently being prepared, and that <br />construction is anticipated for June. (2) with respect to the Apollo Drive extension, a <br />feasibility report has been completed. Regional ponding is being explored to address <br />stormwater runoff issues. Road construction is anticipated for July. <br />Mr. Johnson asked if the new facility would include a drive -up ATM. Mr. O'Brien <br />responded that there will be an after -hour depository as well as a drive -up ATM. <br />Mr. Dunn asked if there is a problem with traffic flow or access. Mr. Kirmis indicated <br />concern regarding blockage of lanes and interim access from Lake Drive during peak <br />levels. This situation will be alleviated somewhat with the termination of the Lake Drive <br />access. <br />Mr. Ahrens stated that construction should be complete within four to six weeks. <br />Therefore, temporary access will not exist. <br />Chair Schaps asked if a temporary facility is anticipated. Mr. O'Brien stated that the <br />bank would not be operational until the new building is complete. <br />Chair Schaps then asked about the potential for expansion of the drive - through lanes. Mr. <br />O'Brien confirmed that there is allowance for a third drive - through lane, which should <br />eliminate stacking problems. <br />Mr. Johnson asked about the practical differences between changing the ordinance with <br />respect to drive - through facilities and conditional use permits. Mr. Kirmis explained that <br />the reason accessory drive - throughs are currently considered to be conditional uses in GB <br />
