Planning & Zoning Board <br />June 10, 1998 <br />Page 2 <br />Mr. Schilling made a MOTION to close the Open Mike portion of the meeting at 6:40 <br />p.m., and was supported by Mr. Trehus. Motion carried 6 -0. <br />V. ACTION ITEMS <br />A. Highland Meadow, (Gusse Property), 77th Street, Rezone <br />This item was table at the May 13, 1998, Planning and Zoning Board Meeting. The <br />Planning and Zoning Board determined the issue would be revisited at the June 10, 1998, <br />Planning and Zoning Board Meeting with the following conditions: <br />1. Applicant present a site plan. <br />2. Applicant resolve neighborhood's issues. <br />3. Applicant meet with City Engineer to assure right -of -way requirements are met. <br />4. Applicant submit a general concept plan illustrating future development option for <br />the adjoining single family lots to the east and south. <br />5. Applicant waive the 60 day review period for development applications in <br />writing. <br />Ms. Wyland stated that the applicant has met with the City Engineer and the right -of -way <br />issues have been resolved. The applicant does have a revised site plan. The applicant is <br />asking for approval to rezone the southern portion of the property to R -3 Medium Density <br />Residential District. The northern portion of the property would remain R -1 Single <br />Family Residential District to provide the buffer the neighborhood wants. <br />Mr. Bruce Kerber, General Manager for North Suburban Development, Inc., stated that as <br />more property becomes available North Suburban Development will try to purchase the <br />property. Their plans for development do fit into the City's Comprehensive Plan. They <br />currently have a purchase agreement for the Gusse property. At this time, North <br />Suburban Development is in negotiations with other property owners in the area. <br />Mr. Kerber stated that the right -of -way issues have been resolved due to granted <br />easements. North Suburban Development is asking to leave the front 135' of the property <br />single family and to rezone the southern portion to R -3. <br />Mr. Brixius stated that regarding plans for future land use the City does have a need for <br />Medium Residential zoning. Progress is being made with the Comprehensive Plan but it <br />has not yet been formally adopted. Mr. Brixius stated that some of the issues involved <br />with this rezone request have been resolved. He stated he has asked for a general concept <br />plan to be developed involving the entire parcel. He would like to see a site plan that <br />• <br />• <br />• <br />
