• <br />• <br />Planning & Zoning Board <br />October 8, 1997 <br />Page 13 <br />the final trail system, and agreed that the best solution may be an easement to allow for <br />extension of the trail in the interim. <br />Debbie Palace, 7772 Marilyn Drive, stated that she has done a considerable amount of <br />research with respect to this project. She expressed two main concerns: (1) that the <br />townhomes will create an urban sprawl atmosphere for their neighborhood; and (2) the <br />probable necessity for public utilities. Ms. Palace asked about street names (specifically <br />78th Street). She indicated concern about additional traffic from the townhomes, <br />requesting a copy of a recent trip study from Mr. Ahrens. <br />Ms. Palace questioned the necessity for residents in her area to connect to the proposed <br />sewer system. Mr. Ahrens explained that availability would be limited to the areas shown <br />on the plat, within which Ms. Palace's residence is not situated. According to Mr. Ahrens, <br />unless there is a system failure creating a need to connect, the utility would not be <br />considered "available ". <br />Mr. Gelbmann requested clarification regarding Ms. Palace's MUSA question. Mr. <br />Ahrens explained that sewer would not be extended outside the MUSA absent system <br />failures. Additionally, he stated that he was not aware of a requirement to connect within <br />a specific amount of time. According to the City Charter, connection is optional, and <br />assessment would occur at that time. <br />Mr. Kerber added that "availability" of utilities is defined by the Metropolitan Council. <br />Chair Schaps asked about improvement of Marilyn Drive. Mr. Ahrens indicated that the <br />possibility is slim, although he agrees that traffic will likely double. He added that 500 <br />trips per day is not unreasonable for that road. <br />Chair Schaps asked about construction traffic. Mr. Ahrens indicated that construction <br />traffic would be routed along 79th Street. He added that signage as well as a barricade at <br />Lois Lane could be used, thus prohibiting truck traffic where necessary; however, it is <br />difficult to guarantee that construction traffic will be completely eliminated from Marilyn <br />Drive. <br />Ms. Palace then asked about an environmental impact statement, which she was advised <br />might be required for an area composed of 100 single - family homes. <br />Mr. Brixius stated that the Comprehensive Plan will have to be changed to accommodate <br />high- density housing, explaining that an environmental impact statement is not presently <br />mandatory. He added that the requirement referred to by Ms. Palace was for an area <br />composed of 100 detached single - family homes and /or 150 attached single family homes. <br />The subject area includes 52 condominium units. <br />Ms. Palace requested that the governing body for the condominiums be required to <br />implement a crime -free housing program. She indicated that an addendum should be <br />
