Public Hearing, Molin Concrete, 415 Lilac Street, Amended Conditional Use <br />Permit, Variance, Rezoning and Street Vacation <br />Chair Schaps declared the public hearing open at 6:37 p.m. <br />Mr. Brixius explained that the public hearing on Molin Concrete's proposed development <br />plans was continued from the September 10, 1997 meeting of the Planning & Zoning <br />Board so that the applicant would have an opportunity to respond to various issues raised <br />at that time. He reminded the Board that Molin Concrete is requesting a number of <br />applications for use of on -site open and outdoor storage, utilizing its 20 -acre undeveloped <br />parcel of land north of 77th Street. Additionally, Molin Concrete seeks to pursue various <br />improvements to its existing plant located south of 77th Street. Mr. Brixius added that in <br />order to accommodate these development plans, the following approvals by the Planning <br />& Zoning Board are necessary: <br />1. A zoning ordinance amendment establishing open and outdoor storage as an <br />interim use in the LI Zoning District. <br />2. An interim use permit to allow open and outdoor storage as an interim use in the <br />LI Zoning District. <br />3. Conditional use permit to allow the following: <br />A. The expansion of a concrete product plant within a General <br />Industrial Zoning District. <br />B. A building (batch plant) greater than 45 feet in height (80 -foot <br />height proposed) within a General Industrial Zoning District. <br />4. Vacation of the segment of 77th Street which bisects the Molin property. <br />Mr. Brixius stated that two neighborhood meetings have been held for the purpose of <br />gathering input from affected property owners regarding this proposed conditional use <br />permit. The following issues were reviewed: <br />Outdoor Storage as an Interim Use. Recognizing that a rezoning of the northern <br />portion of the property would have the result of allowing high- intensity industrial uses <br />adjacent to residentially -zoned property, an alternative means of accommodating the <br />applicant's request was presented. As an alternative to rezoning, the City could approve <br />an amendment to the current zoning ordinance which would establish open and outdoor <br />storage as an interim use in the City's Light Industrial District (applicable to the northern <br />portion of the Molin property). <br />
