In response to concerns over site landscaping and buffering, the <br />applicant has submitted a planting plan which details screening efforts to be provided <br />along the site's northern and western boundaries. <br />According to the draft Ordinance amendment, outdoor storage areas must be set back at <br />least 75 feet from residentially -zoned property with a minimum 20 -foot buffer yard being <br />provided. <br />According to the submitted site and planting plans, the outdoor storage area is to be set <br />back 150 feet from the neighboring residential property to the north with a 40- foot -wide <br />buffer yard being provided. The planting plan calls for a wide variety of tree plantings <br />including pine, ash, dogwood and oak intended to provide a year -round screen. <br />Additionally, a five- foot -high berm is to be provided along the northern property line. <br />The proposed landscape plan has been found to comply with applicable Ordinance <br />requirements and should successfully screen the outdoor storage area from adjacent <br />residential uses. <br />Noise. In response to noise - related concerns voiced at the Planning & Zoning Board <br />meeting, the applicant has proposed the following: <br />1. Concrete product (precast wall panels) will be stored parallel to the northerly buffer <br />yard to act as a sound barrier. <br />2. The outdoor storage yard will be arranged such that truck backing maneuvers <br />toward residential properties will be minimized. <br />3. Strobe lights will replace truck back -up beepers during the night time hours (6:00 <br />p.m. to 8:00 a.m.). <br />The preceding sound mitigation measures are considered responsible and should reduce <br />possible adverse impacts. <br />Truck Traffic. In response to truck traffic concerns associated with the use, the applicant <br />has submitted a traffic flow diagram. As shown on the diagram, trucks are proposed to <br />enter the site from the south (via Lilac Street), and exit to the west via 4th Avenue and <br />travel southward. <br />Recognizing that land directly west of the subject site is residentially zoned, consideration <br />should be given to accommodating southbound truck traffic internally (on site). This issue <br />should be subject to further comment by the City Engineer. <br />Additionally, the City should consider the prohibition of on- street truck parking along <br />Lilac Street. <br />
