• <br />• <br />• <br />Planning & Zoning Board <br />October 8, 1997 <br />Page 21 <br />Mr. Herr expressed agreement that more information could be available, but that he was <br />not sure that obtaining it would be helpful. He added his feeling that there is a place in the <br />community for the American Legion, and that there is not a better place than the proposed <br />location. Mr. Herr stated that the questions raised by residents could be sufficiently <br />answered by the City Council. <br />Mr. Hermann returned to the podium, asking about conditions for issuance of a liquor <br />license, and whether or not licensees were sufficiently monitored. <br />Mr. Gelbmann stated that the Legion does many positive things for a community, and <br />asked that focus be returned to the Planning and Zoning Board's responsibility at this <br />time. Absent complete information, Mr. Gelbmann expressed his feeling that a <br />determination regarding this item should be tabled. <br />Mr. Herr made a MOTION that a determination on the American Legion's conditional use <br />permit request be tabled for one month to allow for a neighborhood meeting, after which <br />the matter can come before the Planning and Zoning Board for public hearing. <br />Mr. Dunn and Mr. Gelbmann rescinded the previous motion to close the public hearing. <br />Motion carried 5 -0. <br />Ms. Wyland asked that the applicant be given direction as to whom he should include in <br />the proposed neighborhood meeting. Further discussion resulted in agreement that the <br />neighborhood meeting should include households in the Sherwood Green Development, <br />Lino Air Park and Behm Century Farm. <br />Mr. Johnson added that issues which must be clarified are parking, security, and recourse <br />if liquor license is misused. <br />Ms. Dahl supported the motion by Mr. Herr to continue this proposal. Motion carried 5- <br />0. <br />D. Public Hearing, Lino Lakes Blacktop, Inc., 502 Lilac Street, Conditional Use <br />Permit <br />Mr. Johnson opened the public hearing at 9:54 p.m. <br />Ms. Wyland explained that the owners of Lino Lakes Blacktop Inc. are requesting a <br />conditional use permit and site plan review to allow for the expansion of an existing pole <br />barn. According to the Zoning Ordinance, Section 3 Subd. 4., B.2.b.2. "As an expansion <br />of a Pole Barn. The expansion shall not be more than fifty (50) percent of the gross area <br />of the pole barn as of the passage of the Ordinance dated 24 August 1987. The City may <br />attach conditions to the expansion to maintain and enhance the appearance and function of <br />the building including landscaping and building exterior requirements." <br />
