COUNCIL MINUTES June 23, 2014 <br />APPROVED <br />180 Colleen Brewster, 6591 Hokah Drive, expressed concern about the wells in her neighborhood. Residents <br />81 need to understand what costs under this Plan could impact her area. The mayor explained that Ms. <br />182 Brewster's neighborhood has been considered for a road project in the past and connection to city water <br />183 was included. That wouldn't be the case under this plan. Mr. Grochala explained that if water <br />184 connection was to be included, there would have to be a petition calling for it from the residents. During <br />185 the course of preparing for the projects, costs will become more evident and there will be communication <br />186 with the residents to provide that information. Council Member Rafferty suggested that there should be <br />187 more than one neighborhood meeting to allow plenty of communication and response to questions. <br />188 <br />189 Gary Schmidt, Danube Street, said he has questions about street maintenance. His street was sealcoated <br />190 once quite some time ago with good results. In the meantime there's been nothing else done so naturally <br />191 there is wear. More regular maintenance would be helpful. Mayor Reinert recalled his early years on <br />192 the city council and how much the city budget for street maintenance has grown since then. There are <br />193 about 100 miles of roadway in the city and roads hit a point where maintenance doesn't work anymore - <br />194 a roadway has a life span. Mr. Schmidt noted that the cost of roadway replacement is very high. He did <br />195 run into a staff person who was rating his street and he was told the rating was very low. He'd argue <br />196 that it isn't that bad and could be fixed with some maintenance. Mike Rief of WSB, the city's <br />197 engineering firm, added that he's been involved with roadway engineering for more than twenty -five <br />198 years. He explained the rating system that is used and the basic science of roadway deterioration. <br />199 Mayor Reinert asked that, in response to his question, Mr. Schmidt should receive more information on <br />200 the rating of his street. Mr. Grochala noted where Danube Street is included in the Plan and added that <br />201 subgrade conditions can impact the rating of a street also. <br />102 <br />�03 There being no further speakers, the public hearing was closed at 7:52 p.m. <br />204 <br />205 Council Member Roeser moved to approve Resolution No. 14 -65 as presented. Council Member <br />206 Kusterman seconded the motion. Motion carried on a unanimous voice vote. <br />207 <br />208 B) NorthPointe, Katie Larsen <br />209 i. Consider Resolution No. 14 -47 Approving PUD Final Plan/Final Nat <br />210 ii. Consider Resolution No. 14 -48 Approving Development Contract & Planned Unit <br />211 Development Agreement <br />212 City Planner Larsen reviewed her report outlining consideration of the PUD Final Plan/Final Plat and <br />213 Development Contract and Planned Unit Development Agreement for the NorthPointe development. <br />214 She showed the planned development on a site map, including entrances, phases, parks, density <br />215 implications and specifically the lots that will be included in the first phase. She discussed the noise <br />216 element since the project abbuts an interstate and county road. A noise study has been prepared as part <br />217 of the development plans and MnDOT was included as a resource. Noise mitigation includes the use of <br />218 beaus with landscaping. The Planning and Zoning Board has approved the plans and staff is now <br />219 recommending council approval. <br />220 The council asked questions about traffic impacts and the senior element planned for the future. <br />221 Council Member Kusterman moved to approve Resolution No. 14 -47 as presented.
