• <br />• <br />• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />City Engineer Ahrens stated 49 was under the jurisdiction <br />of MNDOT. He stated staff had met with the County to <br />obtain a feel for the future plan for 49. He stated <br />there is the potential for 49 to be expanded with a <br />median in the center with a tentative schedule of 10 <br />years. <br />Mr. Mike Wells, 7200 Snow Owl Lane, stated this is the <br />first he has heard about Elm Street and he hopes it is <br />left the way it is now. He stated his concern for the <br />amount of proposed athletic area. He felt the middle <br />school did not need three softball fields. He hoped the <br />athletic area would be scaled back and if not, at least <br />the major baseball field moved up. He stated he was <br />concerned with the fields being lit. He felt the lights <br />would be an eyesore. He suggested the main field be <br />turned 90 degrees so home plate would be located in the <br />southwest corner. Then the lights would shine to the <br />east and north. Also with the field positioned as is, <br />the setting sun will shine in the eyes of the <br />outfielders. <br />Ms. Chris Keller, 7108 -2nd Avenue, stated she has lived <br />in her home for four years. She stated her 5 and 9 year <br />old children are not even allowed to ride their bikes on <br />2nd Avenue because the traffic is so bad. Due to church, <br />traffic is non -stop and she is unable to get out of her <br />driveway on Sunday mornings. <br />Mr. Jim Carlson, 7195 Cinnamon Teal Court, stated he <br />would like to see the pine trees stay. <br />Hearing no further comments, William Johnson made a <br />MOTION to Close the Public Hearing at 8:24 p.m. and was <br />supported by Rick Gelbmann. All voted in favor. Motion <br />carried. <br />Mr. Snyder stated the School District would like to have <br />part of the construction completed by the fall of 1997. <br />This results in the need of an aggressive schedule. He <br />stated they hope to send out contracts for bid for site <br />grading in early March, have bids in the first part of <br />April and be moving dirt toward the end of April. <br />Mr. Johnson asked if there was enough right -of -way on Elm <br />Street to allow it to be widened to have a turn lane and <br />a trail. <br />11 <br />
