• <br />• <br />• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />Chair Schaps reconvened the meeting at 9:06 p.m. <br />Chair Schaps suggested that due to the issues of traffic <br />generated on Elm Street, Lake Drive and 2nd Street, <br />determination of this issue be continued to the March 13, <br />1996 Planning and Zoning Board meeting. Between now and <br />the March 13, 1996 meeting, neighborhood meetings shall <br />be conducted with OSM, Inc., City staff, the architects <br />and the School District. Chair Schaps announced that Mr. <br />Steve Wurscher had volunteered to be the neighborhood <br />point person. The number one concern is the issue with <br />Elm Street and no movement will be made on this issue <br />until there is resolution of a feasible alternative. <br />City Engineer Ahrens noted the City Council meeting on <br />March 11, 1996 will consider the assessments for road <br />improvements. <br />Planning Coordinator Wyland noted the School District and <br />the industrial property to the north will be the only <br />properties to be assessed. There will be no assessments <br />to residential properties. <br />Mr. Mesich asked who would fund the proposed trail. <br />Planning Coordinator Wyland stated it will be a 50/50 <br />match of the City with the School District. <br />Ed Schones made a MOTION to continue agenda item VA. <br />Rezoning, Minor Subdivision, Site Plan Review for <br />Centennial School District to the March 13, 1996 Planning <br />and Zoning Board meeting and was supported by Thomas <br />Mesich. All voted in favor. Motion carried. <br />Chair Schaps noted he felt there may -be no perfect <br />solution to this item and urged all parties involved to <br />look at the big picture and not argue over the small <br />points. <br />B. PUBLIC HEARING - 96 -2, Minor Comprehensive Plan <br />Amendment for MUSA Land Exchange within Pheasant Hill <br />Preserve, Ed Vaughn, Pheasant Hills Preserve Phase 7 <br />Chair Schaps noted a request had been made by City staff <br />to continue this public hearing to the March Planning and <br />Zoning Board meeting. <br />15 <br />
