• • • PLANNING & ZONING BOARD FEBRUARY 14, 1996 Chair Schaps reconvened the meeting at 9:06 p.m. Chair Schaps suggested that due to the issues of traffic generated on Elm Street, Lake Drive and 2nd Street, determination of this issue be continued to the March 13, 1996 Planning and Zoning Board meeting. Between now and the March 13, 1996 meeting, neighborhood meetings shall be conducted with OSM, Inc., City staff, the architects and the School District. Chair Schaps announced that Mr. Steve Wurscher had volunteered to be the neighborhood point person. The number one concern is the issue with Elm Street and no movement will be made on this issue until there is resolution of a feasible alternative. City Engineer Ahrens noted the City Council meeting on March 11, 1996 will consider the assessments for road improvements. Planning Coordinator Wyland noted the School District and the industrial property to the north will be the only properties to be assessed. There will be no assessments to residential properties. Mr. Mesich asked who would fund the proposed trail. Planning Coordinator Wyland stated it will be a 50/50 match of the City with the School District. Ed Schones made a MOTION to continue agenda item VA. Rezoning, Minor Subdivision, Site Plan Review for Centennial School District to the March 13, 1996 Planning and Zoning Board meeting and was supported by Thomas Mesich. All voted in favor. Motion carried. Chair Schaps noted he felt there may -be no perfect solution to this item and urged all parties involved to look at the big picture and not argue over the small points. B. PUBLIC HEARING - 96 -2, Minor Comprehensive Plan Amendment for MUSA Land Exchange within Pheasant Hill Preserve, Ed Vaughn, Pheasant Hills Preserve Phase 7 Chair Schaps noted a request had been made by City staff to continue this public hearing to the March Planning and Zoning Board meeting. 15
