• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />Planning Coordinator Wyland explained City staff has made <br />this request because changes may be made by the <br />Metropolitan Council in the near future which would make <br />this request unnecessary. Mr. Vaughn has been contacted <br />and is agreeable to the delay. <br />Bill Johnson made a MOTION to continue the Public hearing <br />for Minor Comprehensive Plan Amendment for MUSA Land <br />Exchange within Pheasant Hills Preserve, Ed Vaughn, <br />Pheasant Hills Preserve Phase 7 to the March 13, 1996 <br />Planning and Zoning Board meeting and was supported by <br />Thomas Mesich. All voted in favor. Motion carried. <br />VI. DISCUSSION ITEMS: <br />A. Rick Carlson - Development South of Pineridge II and <br />III and North of 62nd Street <br />Mr. Ted Matke stated Mr. Carlson had purchased the <br />property and would like to develop it into single family <br />homes. He provided a sketch plan which illustrated the <br />basic layout of the proposed development. <br />• Mr. Herr asked what was proposed for the strip of land on <br />the west side of the pond. <br />• <br />Mr. Matke stated Mr. Carlson finds it best to plat <br />through the ponds. <br />Planning Consultant Brixius noted this was only a concept <br />plan. He stated he agreed with Mr. Matke that this was <br />a logical extension of the MUSA. <br />Chair Schaps asked the reasoning for the outlot. <br />Mr. Matke explained the property owner wanted to maintain <br />enough land to split off another parcel of land to be <br />developed into four lots and sold at a later date. <br />Mr. Johnson noted the connection to the trail corridor <br />would have to be though an existing _lot. He noted Ware <br />Road was in need of repair and this proposal would add <br />more traffic. <br />Mr. Mesich stated he had no problem with the concept plan <br />but was concerned with the limited access. <br />16 <br />
