• <br />• <br />• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />Father LeVan, St. Joseph Church, stated he wanted to be <br />sure there would be a fence installed so that balls would <br />not be landing in the cemetery. <br />Mr. McClellan noted there would be a fence and also a <br />large buffer area of 40 feet between the fields and the <br />cemetery. <br />Father LeVan stated the church had 1500 parishioners and <br />within 15 years would have 10,000 parishioners. He <br />stated he would like to see Elm Street widened and a turn <br />lane installed. <br />Ms. Kathy Nordine, 7190 Gray Heron Drive, stated she <br />understood the Planning Commission had received her <br />letter. She expressed her concern with traffic and site <br />access. She stated she has seen no concrete evidence <br />that this proposal is the best solution. If Elm Street <br />is blocked and east access is eliminated onto 49, traffic <br />will be funnelled into another neighborhood via 2nd <br />Avenue. She stated she felt this proposal would <br />inconvenience that neighborhood. She expressed concern <br />for pedestrian traffic on Elm Street and 49. She stated <br />she felt there was too much emphasis being placed on the <br />athletic field. She was disappointed to see all the <br />trees that were being removed. She felt the emphasis was <br />being placed on athletics rather than environmental <br />conservation. She noted normally in a tree preservation <br />policy trees which are removed are required to be <br />replaced. She did not see where trees could be replaced <br />on this site. She stated if there was signage off Elm <br />Street she would prefer it be low and not lit. She noted <br />the Superintendent had stated the fields would not be lit <br />but she would like to see this added as a condition to <br />the permit. <br />Mr. McClellan stated there may be a monument sign in <br />front of the school but he did not believe it would be <br />lit. <br />Planning Consultant Brixius stated staff had requested a <br />comprehensive light plan. He stated some facilities <br />would be used jointly by the School District and the City <br />and he did not know if the Park Board had discussed <br />illumination. <br />8 <br />
