• <br />• <br />PLANNING & ZONING BOARD <br />FEBRUARY 14, 1996 <br />suggested Elm Street be improved with the installation of <br />turn lanes. <br />Mr. Pieper stated the Elm Street intersection is not at <br />a 90 degree angle and is in short proximity to Fourth <br />Street. There is no place for the buses to stack on Elm <br />Street and the intersection will not function well with <br />it's current alignment. <br />Mr. McClellan stated the school district is in agreement <br />with the 12 conditions outlined by City staff. He <br />explained the circulation on the site. He noted there <br />will be three school houses. One for 6th, one for 7th <br />and one for 8th grades. The houses will be two -story <br />with 600 students in each house, 300 per floor. He <br />explained the layout of the buildings and the athletic <br />field. He stated an effort would be -made to save as many <br />trees as possible and there was no outdoor lighting of <br />the site planned. He noted the ballfields could be moved <br />back another 40 to 50 feet. <br />Mr. Troy Weigold, Cinnamon Teal Court, stated he was <br />concerned with the pine trees and was happy to hear the <br />trees would be saved. He expressed his frustration that <br />residents were not included in the planning procedure for <br />this site. He questioned why Elm Street was cut -off and <br />how this would benefit the residents in the immediate <br />area. He also expressed concern for the children walking <br />on the City trail. <br />Ms. Kathy Carlson, 321 Elm Street, stated she was <br />concerned about the road because there were many <br />emergency vehicles up and down that road. She stated she <br />felt the road was designed to serve the Rehbein property <br />more than the school property and residents. She asked <br />how long a junior high class period would be. <br />Mr. McClellan stated a period was 52 to 55 minutes. <br />Ms. Carlson stated she had walked the area and did not <br />believe there would be time to get a class together and <br />walk down the field and have time to do any activity. It <br />was too far a distance. She stated she felt there was <br />not enough green space in the area by the loading zone <br />and suggested the building be flip flopped. <br />7 <br />
