• <br />• <br />PLANNING & ZONING BOARD <br />April 12, 1995 <br />Ms. Wyland indicated this is somewhat a confusing <br />arrangement and has provided the Board with all three <br />site plans. <br />Ms. Wyland indicated staff has reviewed the request and <br />would recommend approval. Mr. Emmerich has agreed to the <br />rearrangement of lot lines, and Mr. LaCasse is dividing <br />his property as he wishes. <br />Ms. Wyland noted this would not change the park <br />dedication area, she has discussed this with the Park <br />Director who has no concerns. <br />Mr. Robinson indicated the zoning would be inconsistent. <br />Ms. Wyland indicated the area is wetland and would not be <br />developed. <br />Mr. Gelbmann asked if there is any concerns regarding out <br />buildings on site without a primary building. Mr. <br />Brixius indicated if the use is farm related there is no <br />concern. <br />Al Robinson made a MOTION to approve application 95 -8 -P, <br />Art LaCasse, 6609 24th Avenue, Minor Subdivision <br />(Rearrangement of Lot Lines), and was supported by Guy <br />Herr. All voted aye. Motion carried. <br />F. 95 -5 -P, PDO, Z, and Comprehensive Plan Amendment, <br />Behm's Century Farms, Rezoning, Preliminary Plat, Planned <br />Development Overlay for Air -park lots, and Comprehensive <br />Plan Amendment for MUSA Exchange. <br />Chair Schaps declared the Public Hearing OPEN at 7:21 <br />p.m. <br />Planning Consultant Brixius reviewed the various items to <br />be discussed. <br />1. Comprehensive Plan Amendment (MUSA Boundary and <br />Sewer Plan. <br />2. Rezoning of northern portion of the site <br />(Airpark lots) from R, Rural to R -1, Single Family <br />Residential. <br />3. PDO overly of those lots provided Airpark <br />access. <br />4. Preliminary plat. <br />Mr. Brixius indicated the City's 1991 Comprehensive Plan <br />suggests single family residential use of the subject <br />property. In this regard, the proposed development is <br />consistent with the provisions of the Comprehensive Plan. <br />The proposed Airpark component is considered a unique and <br />creative concept which can most effectively be <br />accommodated via a Planned Development Overlay. <br />
