• <br />Planning & Zoning Board <br />March 9, 1994 <br />dedication with trails indicated in the north west and south <br />east corner. The Developer, Rick Carlson, has submitted a <br />letter to staff indicating that he has purchased the 10 acre <br />parcel of property to the west and plans to located a <br />temporary cul de sac on that site to serve Pine Ridge II until <br />the 10 acres is platted and provides access through to Ware <br />Road. Staff has recommended approval of the preliminary plat <br />with conditions outlined in the January 4, 1994 staff report. <br />Mr. Pat Thompson, adjoining property owner, was present to <br />voice concerns regarding the drainage entering the pond to the <br />northwest of this site. He was advised by Mr. Brixius that <br />the flow into that pond would be controlled and that the flood <br />plain elevation would not be increased. He indicated, after <br />discussion, that he was satisfied with the answers received. <br />Mr. Robinson asked if there was an overflow for this pond. <br />Mr. Carlson indicated that the overflow was into a storm sewer <br />to the north of the site. Mr. Carlson also stated that when <br />the property to the west is developed, additional drainage <br />would most likely not be directed to this pond but kept on <br />site in existing wetlands. <br />Mr. Mesich asked about the length of the cul de sac and tree <br />preservation. He was advised that the City's development <br />agreement provides for tree preservation and that city <br />standards dictate widths and dimensions of the cul de sac. <br />Mr. Mesich then made a motion recommending approval of the <br />preliminary plat with the conditions outlined in the staff <br />report and was supported by Al Robinson. All voted aye. <br />Motion carried. <br />VI. DISCUSSION ITEMS: <br />A. Marshan Lake Townhomes: <br />Mr. Kirk Corsan, representing Hokanson Development, was <br />present to discuss a proposed townhome development off Lake <br />Drive just south of the Shores of Marshan plat and north of <br />Aqua Lane. The area is approximately 25 acres in size and <br />Zoned R -4. Mr. Corsan explained that this zoning would allow <br />up to 15 units per acre, however, their proposed townhome <br />development calls for a density of approximately 7 units per <br />acre. A total of 204 units is proposed. <br />The submitted sketch plan indicated an extension of Stagecoach <br />Trail south to Aqua Lane which would be constructed as a <br />public street. Private street would be provided to serve back <br />to back townhome units. The private street would be 32' wide <br />and shared driveways would be provided. The individual units <br />would range from 1,000 to 1,200 square feet in area. <br />Similar units are available for preview in Coon Rapids, Blaine <br />and Andover. Average price ranges is $90,000 and up. At this <br />time, the units in Wenzel Farms are being sold as quickly as <br />2 <br />
