• <br />• <br />PLANNING & ZONING BOARD <br />3 March 10, 1993 <br />Kathy Nordine then made a MOTION and was supported by Mr. <br />Gelbman to adopt the ordinance REPEALING PUBLIC AND SEMI- <br />PUBLIC USES FROM VARIOUS ZONING DISTRICTS WITHIN THE CITY. <br />All voted aye. Motion carried. <br />V. DISCUSSION ITEMS: <br />A. Proposed Ordinance Revisions <br />1. Wetland Delineation - Mr. Brixius explained that the <br />purpose of this proposed ordinance amendment is to <br />provide wetland delineation prior to preliminary plat <br />submittal. After some discussion Mr. Gelbman moved and <br />was supported by Mr. Mesich to set a public hearing for <br />April 14, 1993 on this item. <br />2. Lot Area - 100 year flood /ordinary high water (OHW) <br />(Country Lakes Estates Plat) <br />Mr. Brixius explained that there is a discrepancy between <br />City Ordinances relating to buildable land. The <br />Subdivision Ordinance appears to allow land within the <br />100 year flood as buildable land while the Zoning <br />Ordinance states that land below the 100 year flood shall <br />is not to be included in buildable area. This conflict <br />will be a problem in the review of the County Lakes <br />Estates Plat - Staff will be preparing some guidelines <br />with that plat for review and future ordinance revisions <br />and has suggested that this plat be processed as a PDO to <br />allow some flexibility. Mr. Schneider encouraged <br />flexibility in the review of this proposed plat as there <br />is an important gravity trunk sewer line that should go <br />through this area. It has been suggested that disclosure <br />be provided to alert buyers to the location of the OHW <br />and /or the 100 year flood line. <br />3. AN ORDINANCE REGULATING ADULT USE ACTIVITIES AND <br />BUSINESSES <br />The Planning & Zoning Board has been asked to set a <br />public hearing for the April meeting to provide review of <br />this proposed ordinance. Mr. Robinson made a motion <br />setting a public hearing for April 14, 1993 and was <br />supported by Kathy Nordine. All voted aye. Motion <br />carried. <br />4. Amendment to Ordinance - LOT PROVISIONS <br />Staff explained that the purpose of this Ordinance is to <br />provide for an improved street accepted by the city for <br />maintenance purposes prior to issuance of any building <br />permits. After some discussion Mr. Mesich made a motion <br />setting a public hearing for AN ORDINANCE AMENDING THE <br />ZONING ORDINANCE RELATING TO LOT PROVISIONS on April 14, <br />
