Buildable Lot Area: Al Brixius reviewed his memo of August 31, <br />1993 concerning Buildable Area and two possible options for the P <br />& Z to consider. The first option would provide that all lots must <br />meet the minimum area requirement above the 100 year flood and any <br />wetland boundaries. The second option would provide more <br />flexibility allowing floodplain infringement on lots. Provided all <br />floodplain provisions are met. Additionally, up to 10 percent of <br />the minimum lot area required may consist of wetlands, watercourses <br />or other unbuildable land. Mr. Brixius further explained that due <br />to the nature of the City of Lino Lakes, Staff generally concurs <br />with Option No. 2. This flexibility may be utilized in developing <br />the Oaks of Lino plat and Behm's Century Farms. He added that some <br />type of cluster type housing surrounding wetlands may become a <br />possibility for future developments in Lino Lakes. In most <br />instances if the wetland is protected, so is the floodplain. <br />Mr. Gelbmann stated that it is important to have a wetland <br />determination when a plat is first reviewed. A suggestion was to <br />base overall density on net buildable area. Darrell Schneider <br />indicated that we may have reached our capacity in the City with <br />the new wetland rules and regulations. We will need to find <br />alternative ways to fund the extension of utilities. He added that <br />it also seems to be apparent that the existing Flood Maps are not <br />correct. There was much discussion on this item, however, no <br />determination was made. <br />B.
