• <br />• <br />• <br />PLANNING & ZONING BOARD SEPTEMBER 9, 1992 <br />Plat) and what is now being required of Park Grove. Some of <br />the rules and regulations have changed in the recent past. <br />City Engineer Schneider stated that from an Engineering <br />standpoint, we would favor more lots to bear the costs of <br />utilities. He added that the developer has cooperated with <br />the drainage concerns for the site. <br />MOTION: Tom Mesich recommended approval of the preliminary <br />plat with the requirements outlined in the staff report of <br />September 4, 1992 with the exception of #2 and the additional <br />condition that <br />Provision of an erosion control plan that includes the <br />following items: <br />1. Provision of silt fences around disturbed areas <br />susceptible to erosion until such time as the area <br />is sodded. <br />2. Sodding be provided for the entire yard or disturbed <br />land prior to issuance of occupancy permits or within <br />six months of construction occurring during winter months. <br />3. Developer shall escrow a financial security for an <br />amount 1.5 times the cost of sodding all disturbed areas <br />of land in the plat. <br />4. The Park Grove development contract will include these <br />provisions for erosion control and security. <br />Al Robinson seconded the motion. <br />On Roll Call: Ayes - Gelbman, Landers, Mesich, Robinson <br />Nays - Nordine, Slatten <br />Motion carried. <br />V. DISCUSSION ITEMS: <br />A. Wenzel Farms - Townhomes <br />This item was tabled until the next meeting of the P & Z <br />Board. <br />B. Clyde Rehbein - Mr. Rehbein advised the P & Z that he was <br />interested in developing some property south of Baldwin Lake <br />owned by the Ayres Family. He presented two possible street <br />layouts and discussed dedication of a portion of the area to <br />the City for park purposes. The P & Z indicated that <br />the cul de sac arrangement seemed better suited to the <br />property and encouraged Mr. Rehbein to present a preliminary <br />plat for their review. Sewer and water services are <br />available to serve this property. <br />3 <br />
