• <br />• <br />PLANNING & ZONING BOARD MINUTES September 9, 1992 <br />Kathy Nordine asked if any noticeable noise would be <br />generated from this use and was advised that there should be <br />none. Al Robinson asked if the Gas Company did any "burning <br />off ". The applicant stated that they were not aware of any <br />such procedure. Tom Mesich asked if any residential <br />development was proposed for this area and advised that it <br />would be some time before development reached this area. <br />MOTION: Rick Gelbman moved and was supported by Tom Mesich to <br />approve the request with the conditions listed in the staff <br />report. All voted aye. Motion carried. <br />B. 92- 39 -PDO, Quail Ridge, Subdivision /PDO <br />Planning Consultant Brixius reviewed this request which had <br />been tabled at the August 12th Planning & Zoning Board <br />Meeting and discussed at a P & Z Work Session on August 20th. <br />At the Work Session the P& Z Board members suggested some <br />revisions to the plan. Those revisions have been made <br />and the item returned for P & Z action. The request is to <br />plat 40 acres off Birch Street between Lakes Addition & the <br />future 12th Avenue into approximately 41 lots. <br />The staff recommended approval with the conditions outlined <br />in the original report and the additional conditions <br />outlined following the August 20th meeting. Those conditions <br />are contained in the staff report of September 10, 1992. <br />MOTION: After some discussion Al Robinson recommended <br />approval of the request with the conditions outlined in the <br />staff report. Monika Slatten seconded the motion. All voted <br />aye. Motion carried. <br />C. 92- 31 -PDO, Park Grove, Subdivision /PDO <br />Planning Consultant Brixius reviewed this request which is to <br />allow platting of 80 lots on a 45 acre parcel. This parcel <br />has had extensive review by the City and the current proposal <br />has received approval from the RCWD and the Corp. of <br />Engineers. Staff would recommend approval with the conditions <br />outlined in the Staff Report of 9 -4 -92. <br />Ted Mattke, Engineer for the project, explained that the <br />wetland has been expanded from the previously presented plats <br />in response to concerns from the Corp. of Engineers. Rick <br />Gelbman asked why the staff was concerned about triangular <br />lots and was advised by Mr. Brixius that lots perpendicular <br />to the roadway are easier to maintain proper setback require- <br />ments. Monika Slatten expressed concern about lots which do <br />not meet the minimum requirements for the R -1X Zoning <br />District. Rick Gelbman stated that there is a bind here in <br />regard to what was approved for Pine Ridge (adjoining this <br />2 <br />
