III PLANNING & ZONING BOARD 2 <br />NOVEMBER 12, 1992 <br />Mr. Tom Christianson, 339 Lilac Lane, stated he agreed <br />100% with Mr. Erickson. He asked why there could not be <br />some type of conditional zoning of the site. Mr. Brixius <br />explained that a conditional use was not an option. <br />Brad Lindgren, 388 Thomas, asked why there could not be <br />some type of permit issued rather than a rezoning. <br />Mr. Brixius explained that Mr. Mastels' use of the <br />property is not an allowable conditional use in a <br />residential district. The property is screened and <br />buffered by the ditch and residential use would not seem <br />to be a good use of the corner piece of property. <br />Mr. Tom Meisch stated that he agreed with Mr. Brixius, <br />and added that an office building on this corner property <br />may be more appealing to look at than Molin Concrete. <br />Mr. Gelbmann explained that any construction on the site <br />would require site plan review before the P & Z and City <br />Council. <br />After some discussion Al Robinson moved approval of <br />Option 1 approving the rezoning of the south 175' of <br />Parcel 15 and Parcel 16 (Molin Property), Section 7 -31- <br />22-44 from R1 Residential to LI Light Industrial with the <br />condition that a 40' wide landscaping buffer of <br />evergreens (Spruce) 8' tall and 10' on center be provided <br />between the new commercial property and the residential <br />area to the west. John Landers seconded the motion. All <br />voted aye. Motion carried. <br />92 -48 -P & 92 -49 -CUP Living Waters Church, Birch Street <br />Planning Consultant Brixius reviewed this request which <br />is for a simple subdivision and a Conditional Use Permit <br />to allow construction of a Church in a Residential <br />District. Numerous concerns were outlined in both the <br />report from the Consultant and the Engineer's Report. <br />The general staff consensus was that the use was <br />appropriate for the site, however, final engineering and <br />construction plans need to be developed and reviewed <br />before the conditional use permit can be granted. <br />The applicant was present and indicated that the <br />conditions listed in the staff report were not a problem <br />and that they were willing to work with staff on <br />resolving the issues raised. They understood that the <br />plans submitted were preliminary and that more details <br />would be necessary. The church has also agreed to <br />
