Subdivision not be recorded until the church has closed on the purchase of the site. Al Robinson seconded the motion. On roll call, all voted aye. Motion carried to approve subdivision with conditions. Rick Gelbman then moved to continue public hearing on conditional use permit until the March meeting of the Planning & Zoning Board at which time the applicant will provide detailed site /building /grading /utility plans. Al Robinson seconded the motion. All voted aye. V. DISCUSSION ITEMS: A. Preliminary Plat Staging: Mr. Brixius reviewed the purpose of the proposed ordinance amendment. Mainly, providing a time frame for development of multi - phased plats to avoid problem with regard to planning, MUSA allocations, transportation planning, and future changes in city development if these phases are allowed to stand undeveloped for long periods of time. The general consensus of the P & Z was to prepare an ordinance for adoption. B. Private Streets: Mr. Brixius explained that this proposed ordinance is intended to correct inconsistencies in the existing ordinance relating to private streets. There was some discussion regarding the cost of maintaining streets and what the definition of a private street was. Mr. Brixius was asked to prepare a definition of public streets and private streets to be incorporated into the ordinance. C. Other: John Landers asked if there were any stipulations on where handicapped parking needs to be located in relation to a building. Mr. Brixius explained that it was his understanding that a certain number of spaces are to be located nearest the entrance. VI. ADJOURNMENT: Upon the unanimous consent of the Board the meeting was adjourned at 8:20 P.M.
