Subdivision not be recorded until the church has <br />closed on the purchase of the site. <br />Al Robinson seconded the motion. On roll call, all voted <br />aye. Motion carried to approve subdivision with <br />conditions. <br />Rick Gelbman then moved to continue public hearing on <br />conditional use permit until the March meeting of the <br />Planning & Zoning Board at which time the applicant will <br />provide detailed site /building /grading /utility plans. <br />Al Robinson seconded the motion. All voted aye. <br />V. DISCUSSION ITEMS: <br />A. Preliminary Plat Staging: Mr. Brixius reviewed the <br />purpose of the proposed ordinance amendment. Mainly, <br />providing a time frame for development of multi - phased <br />plats to avoid problem with regard to planning, MUSA <br />allocations, transportation planning, and future changes <br />in city development if these phases are allowed to stand <br />undeveloped for long periods of time. The general <br />consensus of the P & Z was to prepare an ordinance for <br />adoption. <br />B. Private Streets: Mr. Brixius explained that this <br />proposed ordinance is intended to correct inconsistencies <br />in the existing ordinance relating to private streets. <br />There was some discussion regarding the cost of <br />maintaining streets and what the definition of a private <br />street was. Mr. Brixius was asked to prepare a <br />definition of public streets and private streets to be <br />incorporated into the ordinance. <br />C. Other: John Landers asked if there were any <br />stipulations on where handicapped parking needs to be <br />located in relation to a building. Mr. Brixius explained <br />that it was his understanding that a certain number of <br />spaces are to be located nearest the entrance. <br />VI. ADJOURNMENT: Upon the unanimous consent of the Board the <br />meeting was adjourned at 8:20 P.M. <br />
