Mr. Robinson seconded the motion and the <br />motion was approved unanimously. <br />CONSIDERATION OF A REQUEST TO REZONE LAND ADJACENT TO LAKE <br />DRIVE AND SOUTH OF ELM STREET FROM R -1 SINGLE FAMILY TO R -4 <br />MULTIPLE FAMILY. APPLICATION #89 -58. ESTHER NOREN <br />The Elsie Wenzel estate is petitioning to rezone a strip of <br />land 300 feet deep and extending along the west side of Lake <br />Drive. The rezoning would include about 18 acres of land. <br />At present the entire Wenzel Estate is being marketed for <br />residential development, though a rezoning request was <br />initiated by the city late in 1989 for a portion of the <br />Wenzel land on the east side of Lake Drive. There a R -5 <br />Planned Unit Development zone was recommended that could <br />accommodate some retail activity in conjunction with multiple <br />family development. <br />The applicant wishes to rezone this 300 foot strip of land to <br />a R -4, and Mr. Miller's concern is that apartment buildings <br />will go up in this area all in a row facing Lake Drive. Mr. <br />Miller suggested a curvilinear design, in Miller's terms "a <br />meandering line" to the dwellings. <br />Sheryl Johnstone, a Realtor from Kuether Real Estate was <br />present. She has a purchase agreement ready to be signed for <br />R -1 Single - Family homes at present. Also someone is <br />interested in the 300 foot strip for the development of 4- <br />plex's. Ms. Johnstone felt that it would be difficult to <br />sell single - -family structures facing Lake Drive. The traffic <br />is very heavy. Although 4- plex's would suit this area <br />better. Ms. Johnstone has not seen any plans for the 4- <br />plex's although she assured the board that it would be <br />quality housing. <br />All the board members agreed that there is a need for higher <br />density housing, and that 4- plex's would do well in this <br />area. <br />John Miller stressed that if this property is not rezoned, <br />and an applicant comes before the board requesting a <br />subdivision for single - family homes, the board would have to <br />Page 2 <br />
