• <br />PLANNING AND ZONING MEETING <br />May 10, 1989 <br />Mr. Irwin stated that in order for us to grant a variance, <br />the applicant has to show proof of a hardship to the land. <br />He felt the only hardship here is economic. Based on the six <br />findings of fact, you cannot grant a variance on economic <br />hardship alone. He felt no variance is justified. <br />Mr. Robinson stated that in his opinion, Lot 13 is not a <br />buildable lot, it needs a considerable amount of fill. <br />Ron Stahlberg suggested making the lots to the north smaller, <br />then Lot 13 would be a larger lot, and you could build to the <br />north end of the lot. <br />Laura Elken, Planning Secretary stated that at the Park Board <br />meeting on May 9th, the board felt that an easement should be <br />granted for a walkway, giving the residents in Parkview <br />Estates access to the park. The board felt the best place <br />for this 15 foot trailway would be between Lots 8 and 9 of <br />Block 2. <br />MOTION: Alan Irwin moved to recommend to City Council <br />denial of the variance, Application #89 -20, because there are <br />no reasons for a hardship, other than economic reasons, the <br />six findings of fact cannot be met. Mr. Chase seconded the <br />motion, and the motion was approved with Elmer Crohn <br />abstaining. <br />Preliminary Plat: <br />After considerable discussion regarding the city engineer's <br />findings, and discussion regarding the streets, a motion was <br />made. <br />MOTION: Sally Kuether moved to recommend to City Council to <br />table Preliminary Plat Review for Parkview Estates, <br />Application #89 -11 until the streets are named, and until the <br />city engineers recommendations were met, including checking <br />the road width. Mr. Robinson seconded the motion, and the <br />motion was approved with Mr. Irwin objecting. <br />After considerable discussion, City Engineer, Ron Stahlberg, <br />asked for a recess in order to meet with Keith Eibensteiner <br />and make the recommended changes on the plat. <br />8:37 recess <br />8:55 p.m. the P &Z meeting was reconvened. <br />The City Engineer presented his changes to the P &Z board, the <br />board was in agreement of those changes. <br />MOTION: Al Robinson moved to remove the table on the <br />Preliminary Plat and Variance for Parkview Estates, <br />Page 5 <br />
