• • • PLANNING & ZONING MEETING August 9, 1989 CONSIDERATION OF SITE AND BUILDING PLAN REVIEW FOR PRAISE OF HIS GLORIES MINISTRIES, APPLICATION #89 -35, AND CONSIDERATION OF CONDITIONAL IJSE PERMIT, APPLICATION #89 -39. Barbara Walker and Loretta Holm representing PHG Church addressed the board. The church owns approximately 51 acres of land at the end of Holly Drive. The applicant wishes to construct a center designed to look like a single- family residence, inside there would be meeting and office space. Ms. Walker stated that within the next 5 years they hope to expand to allow for a small retreat center. The proposed structure would cover an area of 1804 square feet. John Miller stated that the following should be followed through: 1. The applicant should deed the north 40 feet of land to the city for road purposes. 2. A driveway should be constructed at a right angle to Holly Drive. 3. The garage should be moved south to meet the city's 30 foot front yard setback requirement. John Miller recommended approval of a conditional use permit and site plan with the following conditions: 1. The applicant deed to the City of Lino Lakes 40 feet of land on the north of the parcel for road purposes. 2. The driveway should enter the property at a right angle to Holly Drive and not be an extension of the public street. 3. The garage and prayer center should be located to meet a 40 foot setback from the 40 foot right -of- way. 4. The driveway and parking lot be paved. 5. Nothing in the conditional use permit be interpreted or construed as freeing the applicant from meeting all building code standards for public buildings. Pete Kluegel stated that the north and front end of the property is on high ground. MOTION: Alan Irwin moved to recommend to City Council Page 3
