PLANNING & ZONING MEETING <br />August 9, 1989 <br />In the memorandum written by John Miller to the P &Z board, <br />it states: <br />Professional Opinion: The applicant has no long range plan <br />for the 158 acre parcel. In the time I've worked for the <br />city three different individuals representing the property <br />owner have visited with us regarding different development <br />proposals. The staff has emphasized to Midwest the need for <br />a long -term comprehensive plan for the property. <br />At this time the applicant is in a squeeze because of the <br />new sports channel and there's a rush to get the additional <br />dish up as soon as possible. The city should approve the <br />dish but require a start on landscaping. In addition it <br />should be made perfectly clear to Midwest that no additional <br />construction on the site will be permitted until such time as <br />a long —range development plan for the property is submitted. <br />Charles Prokop suggested the applicant put up a sign on the <br />property to possibly sell and subdivide the land. <br />Landscaping on the site was discussed. The board felt that <br />this site needs a sufficient amount of trees (possibly 36) in <br />order to have "proper screening ". <br />MOTION: Alan Irwin moved to recommend to City Council <br />approval of a Conditional Use Permit for WCCO -T.V., <br />Application #89 -36 providing the applicant meets the <br />following requirements: <br />1. A total of 18 five -foot b and b Colorado blue <br />spruce and 18 2 1/2 inch dbh silver maple trees be <br />planted adjacent to Holly Drive. <br />2. No additional construction at the site prior to <br />city approval of an overall development plan for <br />the 158 acre parcel. <br />Sally Kuether seconded the motion and the motion was approved <br />unanimously. <br />CONSIDERATION OF MINOR SUBDIVISION, CARL FRANZEN, APPLICATION <br />#89 -21. <br />This is a lot split to convey 14.7 feet of land from a 26 <br />acre parcel to an existing lot of record. The land is <br />located on County Road 54 (the west frontage road on I -35E) <br />about 3/4 of a mile north of White Bear Township. <br />Several years ago a small subdivision named Bloom's Addition <br />was approved by the city. Lot 1 of that subdivision is <br />located on the south side and is presently the site of a <br />single - family dwelling and a garage. The problem is the <br />Page 5 <br />
