SPECIAL PLANNING & ZONING MEETING <br />August 23, 1989 <br />The special meeting of the Planning and Zoning Board was <br />brought to order at 7:02 p.m. at the Lino Lakes City Hall. <br />Members present were: Chairman Charles Prokop, Boardmembers <br />Al Robinson, Fred Chase, Sally Kuether 'and Alan Irwin. <br />Members Absent: Robert King. Also present were: <br />Councilmembers Andy Neal and Harold Bisel; City Planner, John <br />Miller; Civil Engineer from Short, Elliot, Hendrickson, Dan <br />Boxrud; and Planning Secretary, Laura Elken. <br />This meeting was scheduled to review the Site and Building <br />Plan for Main Street Shops, Application #89 -38, and a <br />Variance for Setback, Application #89 -43. <br />The City of Lino Lakes has been working with Chris Ross on <br />redevelopment of this land for more than two years and in <br />that time two site plans have been submitted to the Planning <br />and Zoning Board for review. The last plan was reviewed in <br />the fall of 1988. <br />The current plan includes 1.93 acres of land as the <br />applicant, Marcor Properties, has purchased the residence <br />immediately east of Main Street Shop. The applicant wishes <br />to construct a building with an area of 20,628 square feet. <br />The structure has been designed by the Forest Lake firm JAMB <br />Architects and shows a facade of brick and stucco. <br />Land is precious for this development resulting in a site <br />plan with only 26 per cent green area including 9,500 sq. ft. <br />in road right -of -way with considerable detail giving the <br />appearance of a considerable amount of plant material. This <br />has been accomplished by using landscaped islands, foundation <br />plantings and curbing of the boulevard areas. <br />Dan Boxrud from Short, Elliot, Hendrickson discussed the <br />drainage issue with the board. Hugo State Bank will benefit <br />from the drainage plan. Mr. Boxrud stated that details of <br />the ponding area have to be worked out yet, and Rice Creek <br />Watershed District will analyze the site. The drainage issue <br />will be resolved between the Developer, Rice Creek Watershed <br />District, Short Elliot & Hendrickson, Hugo State Bank, and <br />Anoka County. <br />Jim Winkels stated that the engineering work needs to be <br />completed and will go before the Rice Creek Watershed <br />District on September 13th. <br />A letter from Anoka County was submitted to the board. The <br />county stated that they are as anxious as anyone to remedy <br />the situation that exists with the county's right -of -way. <br />Anoka County stated that it would prefer only one driveway be <br />provided and that driveway be a maximum of 30 feet in width. <br />Mr. Winkels would like to meet with Anoka County regarding <br />this issue.
