• <br />• <br />SPECIAL PLANNING & ZONING MEETING <br />August 23, 1989 <br />would be beneficial to have two driveways. Mr. Winkels <br />hopes to convey this to the county. Jim Winkels will also <br />discuss landscaping with the county. He stated that the <br />county is concerned about landscaping on the right -of -way <br />inhibiting the view from the intersection. Jim Winkels <br />stated that thought will be taken to plant smaller shrubs to <br />ensure visibility. <br />The size of the parking stalls was discussed. The City of <br />Lino Lakes Ordinance states that stalls are to be 20 feet <br />long. Jim Winkels stated that more and more cities are going <br />with a 18 foot length. This has to do with the fact that <br />cars are not as big as they used to be. John Miller stated <br />that this will be an item to be discussed as we update the <br />City's Zoning Ordinance. The board agreed to a 18 foot <br />parking space. <br />The City Ordinance states that the minimum parking space <br />should be 5 spaces per 1,000 sq. ft. The plan shows 4.8 <br />parking spaces per 1,000 sq. ft. The board accepted the <br />4.8 /1,000 parking space. <br />City Ordinance states that a loading berth is required for <br />commercial sites. Jim Winkels explained that most deliveries <br />are done through the front door and large deliveries <br />requiring a loading dock would not be necessary. This issue <br />was waived. <br />After further discussion a motion was made. <br />MOTION: Alan Irwin moved to recommend to city council to <br />move back the sign to meet the required setbacks. Fred Chase <br />seconded the motion, and the motion was approved unanimously. <br />MOTION: Sally Kuether moved to recommend to city council <br />that Jim Winkels talk with Anoka County regarding the <br />driveway. Anoka County is requesting that only one driveway <br />be installed. The site plan shows two entering Main Street <br />Shops from Main Street. Al Robinson seconded the motion and <br />the motion was approved unanimously. <br />MOTION: Fred Chase moved that the Developer, Hugo State <br />Bank, Rice Creek Watershed District, and Civil Engineer reach <br />an agreement regarding the drainage issue, and that Hugo <br />State Bank agreed in writing before a building permit is <br />issued. Sally Kuether seconded the motion and the motion was <br />approved unanimously. <br />MOTION: Alan Irwin moved to waive the requirements for the <br />size of the parking stalls, number of stalls per 1,000 sq. <br />ft. and the 15 foot setback required from the driveway. The <br />parking stalls and driveway will be allowed the way it is <br />shown on the plans because the current zone is outdated. <br />Fred Chase seconded the motion, and the motion was approved <br />
