• <br />• <br />SPECIAL PLANNING & ZONING MEETING <br />August 23, 1989 <br />with Sally Kuether and Alan Irwin voting no. Motion passes <br />with a 3 to 2 vote. <br />MOTION: Fred Chase moved that the applicant meet with Anoka <br />County to address items relating to the County's letter dated <br />August 23, 1989. Al Robinson seconded the motion, and the <br />motion was approved unanimously. <br />MOTION: Sally Kuether moved that before the convenience <br />store with motor fuel service moves in a conditional use <br />permit will be addressed by the P &Z board and city council. <br />Approval of the site and building plan excludes the <br />convenient store. Alan Irwin seconded the motion and the <br />motion was approved unanimously. <br />MOTION: Alan Irwin moved to refer that issues of the <br />screening fence be worked out by the developer and city <br />planner and other staff as needed. That they come to an <br />agreement as to the height of the fence on the south side of <br />the building, and that the fence complies with City <br />Ordinance. Fred Chase seconded the motion and the motion was <br />approved unanimously. <br />MOTION: Fred Chase moved to waive the requirement to install <br />a loading birth because in the case of Main Street Shops the <br />need for a loading birth does not apply. Al Robinson <br />seconded the motion and the motion was approved unanimously. <br />MOTION: Alan Irwin moved to waive the requirement of the 5 <br />foot setback from the property line to the driveway on the <br />south side because of the fence that is to be built. There <br />is a hardship because of the 17 foot of property that was <br />taken when Lake Drive was widened. Sally Kuether seconded <br />the motion and the motion was approved unanimously. <br />MOTION: Alan Irwin moved to recommend approval to the city <br />council of a Site and Building Plan for Main Street Shops, <br />Application #89 -38 with the stipulations of the above <br />motions. Fred Chase seconded the motion and the motion was <br />approved unanimously. <br />Variance <br />MOTION: Alan Irwin recommend to the city council approval of <br />a rear yard variance, Application #89 -43 of 15 feet for the <br />easterly 230 feet of the property and 20 feet for the <br />westerly 247 feet based on Anoka County Highway Department <br />land purchases and no- parking requirements adjacent to Main <br />Street. Also the ponding area south of the site is unusable <br />land and will be used for drainage. Sally Kuether seconded <br />the motion and the motion was approved unanimously. <br />Fred Chase moved to adjourn the meeting. Al Robinson <br />
