• <br />• <br />PLANNING & ZONING BOARD <br />September 13, 1989 <br />REZONING REQUEST FOR RESHANAU PARK ESTATES, APPLICATION #89- <br />41. <br />When Lakes Addition No. 3 was platted several years ago two <br />outlots were left on the north end of the subdivision. These <br />were triangular pieces of land that were unbuildable not <br />because of physical reasons but because they did not meet <br />minimum lot requirements. It was understood by everyone that <br />when the vacant land north of Lakes Addition No. 3 was <br />subdivided the two outlots would be combined with that land <br />and several residential lots created. <br />Preliminary and final plats have been received for Reshanau <br />Park Estates - the vacant land to the north. The owners of <br />the different parcels (Robertson and Uhde) have agreed to <br />combine their parcels and Outlot A and Outlot B of Lakes <br />Addition No. 3 will become part of Reshanau Park Estates. <br />The problem is Reshanau Park Estates is zoned R -1X and the <br />two outlots are zoned R -1. The plat for Reshanau Park <br />Estates includes parts of sewer lots that would be zoned R -1. <br />After some discussion a motion was made. <br />MOTION: Alan Irwin moved to recommend to the City Council <br />approval of a rezoning, Application #89 -41, of a portion of <br />Lot 1, a portion of Lot 2A, and all of 3B in Block 2 of <br />Reshanau Park Estates from R -1 to R -1X and that approval for <br />a rezone be granted for part of Lots 1 -3 of Block 1 of <br />Reshanau Park Estates from R -1X to R -1 and part of Lot 4, <br />Block 1 of Reshanau Park Estates from R -1 to R -1X because all <br />the above lots are within two zones and the property in both <br />R -1 and R -1X are nearly the same size. Robert King seconded <br />the motion and the motion was approved unanimously. <br />CONSIDERATION OF TAX INCREMENT FINANCE PLAN FOR MAIN STREET <br />SHOPS <br />The Planning & Zoning Board received a copy of the Tax <br />Increment Finance Plan for Marcor Properties' Main Street <br />Shops project. The plan was prepared by Ron Batty, the <br />City's Tax Increment Attorney. The plan calls for payment of <br />$200,000 to the developer on a "pay -as- you -go" basis, i.e. <br />the city will sell no bonds and the developer will receive no <br />money up- front. Instead as taxes are paid the developer will <br />receive increments until the $200,000 total has been reached. <br />The plan has been sent to Anoka County and the Forest Lake <br />School District as required by law. Each unit of government <br />has 30 days to comment on the plan. The period for review <br />expires on September 11, the night the city council will hold <br />the public hearing on the plan. <br />
