• <br />• <br />PLANNING AND ZONING MEETING <br />December 19, 1989 <br />#89 -13 based on recommendations from the City Planner and <br />City Engineer as follows: <br />1. Many double frontage lots are proposed contrary to <br />city code. <br />2. The cul -de -sac length is far in excess of that <br />allowed by city code. <br />3. Additional right -of -way and other platting <br />requirements need to be added to the plat. <br />4. Grading and drainage plan will not work as <br />proposed. <br />Mr. Millers comments: <br />1. Outlot A will probably become tax forfeit and city <br />responsibility for maintenance and a city <br />liability. <br />2. The planning and zoning board has long been on <br />record as requiring landscaping of man -made <br />drainage ponds and requiring contours resembling a <br />natural pond. The proposed plat does not show <br />this. <br />3. No park or trail provisions. <br />4. No berming or landscaping of double - frontage lots. <br />5. An inability to screen the double - frontage lots <br />from the freeway. <br />Mr. Chase said that in comparing the concept plan presented <br />to the board in November to the new plans, the number for <br />double frontage lots has increased and gotten worse than the <br />concept plan. Mr. King seconded the motion and the motion <br />was approved unanimously. <br />8:15 p.m. <br />REVIEW OF A CONCEPT PLAN FOR PHEASANT HILLS, A SINGLE FAMILY <br />DEVELOPMENT NEAR BIRCH STREET AND 12TH AVENUE. ED VAUGHN. <br />Larry Siberlich, from Merrilla and Associates presented the <br />board with a very detailed overlay map showing the concept <br />plan for Pheasant Hills. <br />Ed Vaughn, 600 Birch Street is submitting a concept plan for <br />the 370 acre parcel on the north side of Birch Street <br />extending North to the Anoka County Park property. The <br />eastern boundary is the St. Paul Water Department property <br />and the site extends west to the Lakes Addition Subdivision. <br />
