PLANNING AND ZONING MINUTES JULY 13, 1988 <br />MOTION: Prokop moved to rezone the west half of the VFW <br />site from R1 to GB. Averbeck seconded the motion and the <br />motion was carried unanimously. <br />Conditional use permit to operate as a private club: <br />MOTION: Averbeck moved to approve the conditional use <br />application by VFW Post 6583 to operate a private club <br />according to the City's Ordiances. Crohn seconded the <br />motion and the motion was carried unanimously. <br />CONSIDERATION OF INITIATION OF REZONING OF LAND IN SECTION <br />29 AND 32 FROM R -1 TO R -1X: <br />The City Planner presented a map showing an 80 acre parcel <br />of land south of Birch Street and adjacent to South Reshanau <br />Lake Estates. At present, Heritage Homes (Gardner <br />Brothers), has a purchase agreement with Paul Montain to buy <br />the land. The agreement to buy the property is contingent <br />upon Heritage Homes getting subdivision approval. <br />Ron Stahlberg, Pete Kluegel, Don Volk, Randy Schumacher, and <br />John Miller have all visited with representatives of the <br />buyer about the development of the Montain property. The <br />staff people emphasized the need to build houses that: <br />1. Are compatible with the dwellings being sold <br />in the adjacent South Reshanau Lake Estates <br />2. Make use of the amenities on the Montain property <br />including mature trees and wetlands. <br />3. Provide the added tax base necessary to support <br />city services and to improve the Centennial <br />schools - an academic award winning school but <br />in financial terms one of the poorest in the <br />Metropolitan Area. <br />4. Provide a better housing mix for the city allowing <br />it to meet Metropolitan Council goals for a <br />diversity of housing opportunities. <br />Representatives from Heritage Homes have appeared before <br />both the Planning and Zoning Board and the Park Board with a <br />"concept plan" for the Montain land. In neither case was <br />the concept plan approved. The plan does show approximately <br />the south half of the land being rezoned from the present <br />R -1 to the R -1X district. <br />PAGE 8 <br />
