• <br />• <br />PLANNING AND ZONING MINUTES JULY 13, 1988 <br />for 214 vehicles would be provided in two bituminous, curbed <br />parking lots. The parking lots would be screened with two <br />rows of conifers planted along Lilac Street. <br />A preliminary review of the plan was completed by the <br />Planning and Zoning Board at its June 8 meeting. The <br />unapproved minutes of that meeting state: <br />"The Planning and Zoning Board commented that <br />the site plans were acceptable. They want additional <br />screening at the sides of the property and in front <br />of the parking lots." <br />Bob Bauman the architect for the VFW, was present to discuss <br />the VFW site plan. <br />MOTION: Prokop moved the site plan approval for Lino Lakes <br />VFW Post 6583 Application 88 -13 be recommended for approval <br />to the City Council as presented with the following changes: <br />Trees serving as screens on the west and east sides <br />shall be planted with conifers 24 inches high. One <br />row on each side. <br />The trees screening the parking lot adjacent to <br />Lilac Street shall be 24 inch Austrian Pines and <br />in 2 rows planted as diagramed in the site plan. <br />The two additional islands located as Planner mentioned <br />be included. A Russian Olive shall be planted in each <br />island. <br />Any parking lot lights should be hooded to prevent <br />glare onto adjacent property. <br />The sidewalk and curb areas leading from the <br />driveway to the parking area (the things that <br />look like golf clubs) shall have a sign <br />indicating "parking" or they should have some <br />vegetation. (This is a traffic control device <br />to keep people from driving over the curb.) <br />Crohn seconded the motion and the motion was carried with <br />Averbeck and Nelson voting no. These members felt the <br />landscaping was inadequate. <br />
