• <br />• <br />• <br />PLANNING AND ZONING BOARD AUGUST 17, 1988 <br />According to the bond attorney, the question for the P & Z <br />to examine is whether the Development District Program and <br />the TIF plan are consistent with general plans for <br />development of the City, i.e., the comprehensive plan. <br />The City must have the tax increment financing district in <br />place before the building permit is issued to Ross or it <br />will lose the increment between the old and new property <br />values. The increment from Ross's property is necessary to <br />fund a good part of the district's improvements. <br />MOTION: Prokop moved to delete Lees of Lino and the Lyle <br />Carpenter property and to add the Jack Menkfeld property <br />(Sunrise Meadows) to John Miller's memo to read as follows: <br />The properties to be included in the Tax <br />Increment Financing Plan will be and that are <br />found to be consistent with the plans for the <br />development of the City of Lino Lakes as a <br />whole. <br />1.
