Planning and Zoning Board <br />April 10, 1985 <br />Page Seven <br />In addition, this recommendation is that the application by <br />the same applicant for an on -site sewer conditional use <br />permit be approved subject to the recommendations of Mr. <br />Davidson, dated 4/10/85; in particular his recommendations <br />relative to soil borings, percolation rate measurement tests <br />and the design of the septic tank and drainfield in conform- <br />ance with PCA rules, etc. <br />Mr. Prokop seconded the motion. Motion carried. <br />MARLIN HANSEN - CONDITIONAL USE PERMIT - SHORELAND MANAGEMENT <br />Mr. Hansen and Mr. Kluegel presented this application by <br />Mr. Hansen seeking approval of a storage building to store <br />his boat(s) and other various things. <br />Mr. McLean explained that because he is related to the appli- <br />cant, he would step out of his position for this agenda item. <br />He did not take part in the voting process. <br />Mr. Cody moved to recommend to Council that the application <br />by Marlin Hansen, 2060 Otter Lake Drive, dated 4/3/85, for a <br />certain described property as attached to the application, for <br />a shoreland conditional use permit for the construction of a <br />detached rural storage building be allowed with the following <br />conditions: <br />1) That Mr. Hansen consolidate the two parcels that he <br />currently owns so as to create one contiguous lot which <br />would qualify for a detached rural storage building <br />under the terms of our ordinance. <br />2) That the detached rural storage building not be used <br />for habitation. <br />3) That the detached rural storage building not have any <br />sanitary facilities in it. <br />The basis for such recommendation would be the terms and condi <br />tions of Subdivision 5, particularly the standards set <br />forth in Paragraph 2, Subdivision 5, A - I in regard to the <br />granting of a conditional use permit. <br />Mr. Doocy seconded the motion. Discussion followed relative <br />to whether the request should be for a "detached rural stor- <br />age building" or a "boathouse ". The shoreland management ad- <br />dresses "boathouse ", but not "detached rural storage building ". <br />It was felt that the basic concern addressed within shoreland <br />management was that of sanitary facilities; and since Mr. Cody's <br />motion outlined that no sanitary facilities were to be included, <br />the motion addressed the intent of the shoreland management. <br />Mr. Cody made no changes to his motion. Motion carried, with <br />Mr. McLean abstaining. <br />OLD BUSINESS <br />Mr. McLean stated that the Comprehensive Plan would have to be <br />an agenda item for an extra work session and that this subject <br />1 <br />1 <br />1 <br />
