136 <br />marketable. <br />PLANNING AND ZONING <br />September 11, 1985 <br />Page Two <br />Mr. Kluegel pointed out that the property to the south experienced <br />a problem with settling in theipast and that this property needs <br />to be fully examined to determine its buildability. <br />In further discussion of the request, the P & Z Board stated that <br />the only point which Mr. Joyer made which may become a valid reason <br />for approval would be the point with regard to a possible hardship <br />caused by the topography of the lot. Mr. Joyer was told that soil <br />borings from the property need to be presented in order to justify <br />a variance in this case. <br />Mrs. Klaus strongly suggested that El Rehbein & Sons use some <br />creativity in designing a home for this lot which would satisfy <br />all the setback requirements. <br />A question was also raised with regard to the frontage of the lot. <br />According to one of the maps presented, it appears that the frontage <br />is somewhat less than the reported 100'. <br />MOTION: Mr. Doocy moved to table consideration of the application <br />from El Rehbein & Sons for a variance pending receipt of soil <br />borings information and resolution of the lot line /frontage <br />discrepancy. <br />METROPOLITAN COUNCIL PRESENTATION - SEWER EXTENSIONS <br />Mr. Jim Barton, Metropolitan Council made a presentation, at the <br />invitiation of the City, regarding among other things, the feasi- <br />bility of extending sewers. It was felt that this information may <br />be of interest to the P & Z Board at this time in preparation <br />for review of the comprehensive plan for the City. <br />The presentation involved all the aspects of costs of running the <br />City (including police & fire service and City government, etc.), <br />and the revenues collected by the City (through taxes, aid, etc.), <br />and the impacts of these items on the feasibility of sewer extension. <br />Mr. Barton explained the research study which the Metro Council put <br />together for the City of Blaine to help that City determine their <br />future sewer needs. The research study was a computerized method <br />of visually displaying information in color. Mr. Barton felt that <br />this method provides an easier comprehension of the data than the <br />traditionally used tables and graphs, etc. <br />The data used for this research study was obtained by the County, <br />and Mr. Barton strongly suggested that the City pressure the County <br />to distribute this very useful information which is compiled by the <br />assessor's office for use in review of the comprehensive plan and <br />also future economic development.
